I was in Scotland and England during the foot-and-mouth outbreak of 2001. Many places that I wanted to visit, like the museum at Hadrian's Wall and some cool standing stones, were marked off by yellow tape to keep visitors out.

I saw no security guards. I could have gone over or around the tape and gone where I wanted to go. But as a good neighbor, that wouldn't have been right. I played by the rules my host had layed out.

Some places that I was allowed to go had a requirement that I scrub my shoes before entering and as I was leaving. No one was watching; I could have ignored the requirement. But I dutifully scrubbed my shoes. I followed the rules.

These situations caused me some inconvenience. They caused me some disappointment. But I didn't whine. I just followed the rules. I assumed there must be a good reason, so I was compliant.

I would have been compliant even if I thought the rules were stupid. Why? Because I was a visitor. I didn't make the rules; I just followed them.

It is not too much to ask that visitors to the US follow our rules.
